SUMMARY OF WORK: White-Spunner Construction LLC/MAA is seeking qualified contractors for the construction of a new Multi-Use Cargo Warehouse facility located at Mobile International Airport (BFM). The purpose of the facility will be to provide site development and a building shell in which a future tenant can complete a specific buildout suited to their operational needs.

This project (EDA Investment No. 04-79-07617) will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program.

A Disadvantage Business Enterprise (DBE) goal of 12.64% has been established for this project. The Owner’s award of this contract is conditioned upon Bidder or Offeror satisfying the good faith effort requirements of 49 CFR §26.53. As a condition of bid responsiveness, the Bidder or Offeror must submit the following information with their proposal on the forms provided herein:

The project shall be bid in accordance with the following MAJOR subcontractor bid packages:

1. Civil/Sitework Package
2. Piling/Deep Foundation Package
3. Site/Building Concrete Package
4. Pre-Engineered Metal Building (PEMB) Package
5. HVAC Package
6. Electrical Package

The project shall also be bid in accordance with the following MINOR subcontractor bid packages:

1. Dock and Door Equipment
2. Doors and Hardware
3. Painting
4. Caulking &Sealants
5. Miscellaneous Steel and Railing
6. Any other scopes of work not specifically listed above (major/minor) may be submitted as a minor subcontractor package as outlined below.

No bid bonds are required for this RFP. No contract will be awarded unless the contractor holds a current and appropriate license from the State Licensing Board for General Contractors, Montgomery, Alabama.

No bid shall be withdrawn for a period of 120 days subsequent to the opening of bids without the consent of the Owner.

DBE OUTREACH:  A Disadvantaged Business Enterprise Outreach opportunity forum for this project will be held on July 16, 2024, at 10:00AM at the Mobile Chamber, located at 451 Government St., Mobile, AL 36602.  All DBE certified and non-certified licensed contractors are encouraged to attend to come learn about this opportunity, and how to become a certified DBE contractor in Alabama.  This is a non-mandatory Opportunity forum and is recommended to be attended by all prospective DBE contractors.

PRE-BID CONFERENCE: A Pre-Bid Conference for this project will be held on July 23, 2024, at 10:00 AM (local time) at Mobile International Airport Terminal located at 2455 Michigan Avenue, Mobile, AL 36615. This is a non-mandatory pre-bid conference and is recommended to be attended by all prospective bidders. This will be the only opportunity to visit the site.

All prospective bidders MUST register and obtain Plans and Specifications online at https://www.maabids.com/.  Any updates and addenda will be placed on this site.  Bidders are urged to check the site periodically for updates.  Bids must be submitted on the forms included within the contract documents and specifications.  Bids shall include all pages included in the Proposal Section (pages P-2 – P-24) of the specifications.  All bid packages should include one original set and two (2) complete copies of the bid documents.  Submission of the entire contract book is not required.

MAA reserves the right to reject any and all proposals submitted; to select one or more responding parties; to void this RFP and the review process and/or terminate negotiations at any time; to select separate responding parties for various components of the scope of services; and to select a final party/parties from among the proposals received in response to this RFP. Additionally, any and all RFP project elements, requirements and schedules are subject to change and modification. MAA also reserves the unqualified right to modify, suspend, or terminate at its sole discretion any and all aspects of this RFP process, to obtain further information from any and all responding parties, and to waive any defects as to form or content of the RFP or any responses by any party.

This RFP does not commit MAA to award a contract, defray any costs incurred in the preparation of a response to this RFP, or contract for any services. All submitted responses to this RFP become the property of MAA as public records. All proposals may be subject to public review, on request, unless exempted as discussed elsewhere in this RFP. 

By accepting this RFP and/or submitting a proposal in response thereto, each responding party agrees for itself, its successors and assigns, to hold MAA and its agents, directors, consultants, attorneys, officers, and employees harmless from and against any and all claims and demands of whatever nature or type, with any such responding company, its representatives, agents, contractors, successors or assigns may have against any of them as a result of issuing this RFP, revising this RFP, conducting the selection process and making a final recommendation, selecting a responding party/parties or negotiating or executing an agreement incorporating the commitments of the selected responding party.

By submitting responses, each responding party acknowledges having read this RFP in its entirety and agrees to all terms and conditions set out in this RFP.

The plans, specifications, and other contract documents will be made available on July 8, 2024.
