In accordance to Federal Aviation Administration, City of Mobile and the State of Alabama Bids and Request for Proposals, the Mobile Airport Authority (MAA) is requesting Bids from duly licensed contractors for the Terminal and Central Utility Plant Completion Project, at the Mobile International Airport, Mobile, Alabama. Bidders shall submit Proposals in accordance with the Instructions to Bidders contained in the Contract Documents, until 2:00 PM (CST/CDT) on October 16, 2025 at which time all bids received will be publicly opened and read aloud by the Airport Authority at the Mobile Airport Authority 1891 9th Street, Mobile, AL 36615. A mandatory Pre-Bid Meeting will be held at 10:00AM on October 2, 2025 at the Mobile International Airport, 2455 Michigan Avenue, Mobile, AL 36615. Date limit for submittal of questions is October 10, 2025, 12:00 pm (CST/CDT).
The work consists of the following improvements:
• Terminal Completion: Interior fit-out of 140,000 SF terminal building, including interior framing, MEP, and finish work. Also includes completion of the apron level construction, including masonry, framing, basic finishes, MEP systems and minor structural modifications. Terminal completion also includes installation of exterior façade finishes comprised primarily of Exterior Insulation and Finish Systems.
• Central Utility Plant: Includes installation of all equipment, piping, electrical and HVAC work necessary to complete the utility plant. Work also includes the installation of hydronic piping between the utility plant and other airport buildings.
Some of the work that is part of the project is within the Air Operation Area of the airport. Special conditions apply as to safety and security measures and availability of working areas due to this condition. Bidders are notified that a construction-phasing schedule has been developed in order to minimize the inconveniences to the airport users.
Each Bidder must submit evidence of competency and evidence of financial responsibility filling and submitting the Statement of The Bidder included in the Contract Documents.
All prospective bidders MUST register and obtain Plans and Specifications online at https://www.maabids.com/. Any updates and addenda will be placed on this site. Bidders will be notified by email as new documents are added. Document updates will only be available on this site; failure to register will result in bidder disqualification. All Bids must be submitted on the forms included within the contract documents and specifications. Bids shall include all pages included in Division I – Bid Documents. All bid packages should include three (3) complete sets of the bid form documents. Submission of the entire contract book is not required.
The complete examination and understanding of the Drawings, Specifications, Contract Documents and site of the proposed works is necessary to properly submit Proposals.
Bidders must submit sealed bids in triplicate for the works on the proposal forms provided; other proposal forms may not be accepted.
In accordance with the Laws of the State of Alabama. Any bidder which is not registered and presents a bid shall have ten (10) days after the date of the bid opening to submit all the documents required in order to be included in the register.
A certified check or bank draft, payable to Mobile Airport Authority, or satisfactory Bid Bond executed by the Bidder and acceptable sureties in the amount of five percent (5%) of the bid shall be submitted with each bid.
No bid may be withdrawn after closing time for the receipt of proposals for a period of ninety (90) days.
The Bidder must comply with all Federal regulations, including, but not limited, to minimum wage rates and EEO Requirements as established by the U.S. Department of Labor and with the Disadvantaged Business Enterprise (DBE) Requirements of 49 CFR Part 26. In addition, it should comply with all applicable local, state and federal regulations especially those imposed by the Federal Aviation Administration (FAA).
The bidder shall make good faith efforts, as defined in Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract 9% percent of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). In the event that the bidder for this solicitation qualifies as a DBE, the contract goal shall be deemed to have been met. The apparent successful competitor must submit with his bid information concerning the DBE's that will participate in this contract. The information will include the name and address of each DBE, a description of the work to be performed by each named firm, and the dollar value of the contract. If the bidder fails to achieve the contract goal stated herein, it will be required to provide with his bid documentation demonstrating that he made good faith efforts in attempting to do so. A bid that fails to meet these requirements will be considered nonresponsive and will be denied. Prospective Bidders and subcontractors may contact the City of Mobile to initiate qualification process for certification as a DBE firm.
This project is subject to the Aviation Safety and Capacity Expansion Act of 1990 which provides that preference be given to steel and manufactured products produced in the United States (Buy American Requirement) when funds are expended pursuant to a grant issued under the Airport Improvement Program (A.I.P.). The conditions for these requirements are included in the Contract Documents.
The Mobile Airport Authority reserves the right to reject any and/or all bids, to waive any informality and to award the contract on the conditions found to be the most favorable to the Authority interest, and to cancel without prejudice any award granted before a final contract has been duly formalized.
The successful bidder must submit to the Mobile Airport Authority the required bonds, insurance, policies, certificate of having filed an income tax return statement for the last five years, and shall execute the construction contract within ten (10) working days after the date of the Notice of Award.
